Recursive Selection

The user determines what locations are shown when the select the agency in the box on the left. Unfortunately they cannot even see any location information until they pick the agency. To make this easier on users, I have added numbered steps above the two boxes. I have also text inside the second/Locations box directing the user to move their attention back to the first/Agency box. Another thing to note is that when error messaging appears it disappears as soon as the issue is corrected, the user does not need to click the submit button again to clear the error messaging.
